Why this comparison doesn't usually get made honestly

Ask which AI SDR tool is best and you get a leaderboard of software. Ask which outbound agency is best and you get a leaderboard of agencies. Almost nobody puts a SaaS tool, a managed agency, an in-house hire, and a custom build on the same page, because most of the pages making these lists sell one of the six paths and have a reason to leave the others out.

Reviews split between strong results and complaints of generic, “obviously AI” copy and low-quality qualification. Artisan's own CEO has publicly described the product's early output as having “extremely bad hallucinations.”[2]

In March 2025, TechCrunch reported 11x had listed companies including ZoomInfo and Airtable as customers when they were not; ZoomInfo said it never gave permission and does not use the product, and reported 70 to 80% customer churn against inflated ARR figures. Worth knowing before an annual contract.[3]

When each path actually wins

Buy a SaaS tool when you want to test the category cheaply and can tolerate generic output while you learn what works.

Hire a managed agency when you have budget for $5k+/month, need someone else to own execution entirely, and can absorb a multi-month contract if the fit is wrong.

Hire an in-house SDR when outbound is becoming a full-time job and you want the knowledge to compound inside one person on your team.

Hire a GTM engineer when you need someone who can both run outbound and keep building the automation behind it, and you can carry a $130k to $240k senior hire.

Build a custom system when you know roughly what “good” looks like for your ICP already, want to stop paying rent on it, and would rather own the thing outright than depend on a vendor's roadmap or a single hire's tenure.

A SaaS tool is cheaper ($3k to $60k/year) and faster to start. Is it worth building a custom AI SDR system instead of just buying AiSDR or Artisan?
